EU-Backed Violence at Sea: 107 Incidents Involving Libyan Militias

Sea-Watch report

Following its first report, Sea-Watch has published a second edition of its overview of violent incidents at sea perpetrated by the so-called Libyan coastguard and other Libyan militias. Using publicly available information, including Serious Incident Reports issued by Frontex Fundamental Rights Office, Sea-Watch identified 107 incidents that occurred from January 2016 until October 2026. These include, among others, dangerous manoeuvres at sea, shootings, acts of intimidation such as illegal orders for NGO assets to leave, threats at gunpoint, vessels circling around NGO ships. The so-called Libyan coastguard, which is equipped, financed, trained by the EU and European member states, is involved in the majority of the reported cases. *

Sea-Watch demands the end of the cooperation with those actors. Instead, the EU must engage in a search and rescue programme, such as Mare Solidale.
